Our
Mission & Values

Rochester Construction Training Center is a non-profit committed to train individuals in the field of construction who otherwise would not receive training. We will provide quality training that will yield experienced and productive construction laborers to meet the needs of the construction industry.

 We train young people who need a boost to their employability to start in the job market, and not-quite-so-young people who need to make a change or a second chance. We accept trainees who may have a criminal record. Donations of goods or money are tax deductible.


We recognize our primary asset is our people. To be successful, Rochester Construction Training Center will provide an environment that is conducive to our participants being successful. We will provide opportunity and encouragement to help each individual reach their potential. We are committed to work with the participants as a team with the intent of improving their lives.


We want the participants to know that our staff is equally committed to their successful completion of the training as they are. We commit personal attention to each one as individuals and genuinely care about their future.

Our Founder

Andrew Evans

L. Andrew Evans is a professional businessman and entrepreneur. Some of his lifelong accomplishments include serving in the United States Army for 2 years, (18 months in Korea), where he rose to the rank of Sergeant-E5 working as a Police Officer, Security Officer and Production Supervisor.


 L. Andrew Evans had the opportunity to attend many training schools, including Carrier Heating School, GE Lighting, Bell & Howe Heating & Pump Systems, Energy Audit, Nation Electric Core, lead training, asbestos training, (BPI) Building Performance Institute, Monroe Community College, and Rochester Institute of Technology.


He was hired at Rochester Gas & Electric (RG&E) in the Marketing Department as a house and small business inspector. This job consisted of improving the energy efficiency of buildings, heating systems and water heater appliances.


While at RG&E, his duties were to work with schools, colleges, neighborhood organizations, and social agencies and train the employees on inspecting homes in the field of Energy Conservation. Candidates were trained on how to install insulation, weather stripping, caulking, installing windows and doors and analyzing the heating system’s efficiency.


L. Andrew Evans also trained many heating company employees in the Rochester area on furnace safety, how to size a furnace by completing a heat loss and heat gain calculation. Along with completing energy audits, he performed solar audits for residential homes.  L. Andrew Evans also worked with contractors to perform radon tests and radon mitigations.


He started building his Master Builder portfolio in the early 80’s while working with other builders and remodeling contractors.


As a master builder, he has built several buildings in the Rochester area from the ground up including residential and commercial buildings. He is also known for remodeling a plethora of projects in the area.


L. Andrew Evans worked at and managed the Construction Department of a local agency training young men assigned from the City of Rochester. He started training candidates in the mid 80’s. Some of his trainees now work for the City of Rochester, local agencies and have businesses of their own.


Many people he has trained have returned and said, “I did not go into the field of construction, but because of attending your trainings, it helped me become a better person”.

 Vice President

Alonzo (Pete) Henry is a member of the board of Rochester Construction Training Center and works closely with Andrew Evans. Alonzo has a social work degree and is a lifelong resident of Rochester. He has been working in the human service field for over 20 years. He is currently a program manager at The Center for Youth. Part of his responsibilities there include finding training programs and resources for youth who need to gain skills to improve their employability.
